The project was initiated around 2010 during the administration of former Gwagwalada Area Council Chairman, Hon. Zakari Angulu Dobi. Construction, however, stalled before the end of his tenure.
Construction has resumed at the long-abandoned Gwagwalada Town Hall in the Federal Capital Territory (FCT), ending more than 16 years of inactivity after sustained advocacy by the Take It Back (TIB) Movement and other concerned residents, who consistently demanded accountability and the completion of the project.
The town hall project, conceived as a civic centre for government functions, public engagements, conferences and community activities, had become one of the most visible symbols of abandoned public infrastructure in the FCT, surviving three successive administrations without completion despite years of public expenditure and repeated assurances.
The Take It Back Movement, a civil society organisation known for its campaigns on accountability, transparency and good governance, had repeatedly criticised successive administrations in Gwagwalada Area Council for failing to complete the project.
Through public advocacy, petitions and social media campaigns, the group consistently drew attention to the abandoned structure as an example of poor governance and the waste of public resources.
