The European Union and India have formalized a sweeping technology cooperation agreement covering semiconductors, artificial intelligence, 6G telecommunications, and quantum computing. The deal, part of the broader EU-India Trade and Technology Council framework, represents one of the most ambitious cross-continental tech partnerships in recent memory.
The partnership traces back to a semiconductor ecosystem memorandum of understanding signed on November 23, 2023, designed to strengthen supply-chain resilience between the two regions. That groundwork led to the EU-India TTC’s second meeting on February 27, 2025, where both sides committed to deeper cooperation on AI, semiconductors, high-performance computing, and 6G.
The most recent milestone came on January 27, 2026, when leaders adopted the “Towards 2030: A Joint India-European Union Comprehensive Strategic Agenda.” In English: a roadmap for the next four years of joint R&D in advanced chips, quantum technologies, and AI applications.
Several concrete institutional linkages have already been established. The European AI Office has partnered with India’s AI Mission, creating a direct channel for coordinating regulatory approaches and research priorities around artificial intelligence. Meanwhile, the Bharat 6G Alliance and the EU’s 6G Smart Networks and Services Industry Association signed their own memorandum of understanding to align next-generation telecommunications development.
