US President Donald Trump indicated Tuesday that Congress has a “good chance” of passing legislation targeting Russia’s war revenue, as lawmakers recast the measure as a tribute to its chief architect, the late Republican Sen. Lindsey Graham. They may add Hezbollah also. So, if you do business with Hezbollah, that would also come under the bill.” The legislation remains under consideration, but Trump suggested its passage would honor Graham’s work. “He wanted this more than almost anything else,” the US president added. “You know how important it was to him. There is a good chance it will pass.” The updated bipartisan bill, co-sponsored by Democratic Sen. Richard Blumenthal, seeks to deprive Moscow of revenue used to finance its war against Ukraine by targeting Russia’s energy sector and the countries that continue purchasing its oil and gas. The revised proposal narrows mandatory tariff provisions to the five largest purchasers of Russian energy, including China and India, and reduces the maximum potential tariff from 500% to 100%. It also grants the president broad authority to waive penalties when deemed necessary for US national security interests.
