EU enlargement has long been a loaded topic, with strong caution among the bloc’s existing members about the prospect of a bigger Union and the potential political hurdles and budgetary considerations this would bring.

But after much debate and unanswered questions about a form of accession that would deprive new members of voting rights, progress is nonetheless being made by four candidates: Montenegro, Albania, Moldova and Ukraine.

Tuesday saw the most significant enlargement push in a single day since 2004, as Ukraine and Moldova opened accession negotiations on foreign and security policy – a move hailed by Ireland’s Europe minister, who is chairing the negotiations, as “a moment of reality to show people that the enlargement process is real.”
