Future European Commission officials could be hired permanently only after serving on temporary contracts, according to an internal document seen by Euractiv.

The far-reaching proposal would replace direct recruitment into permanent jobs with a system under which new hires first work on two- or three-year temporary contracts.

The paper, presented to Commission staff at an institution-wide meeting on Monday, suggests making “the Temporary Agent (TA) contract with a view to permanency the primary entry pathway” for hiring.

Temporary staff would then undergo annual, structured performance assessments before a final evaluation would determine their future in the Commission and potentially allow them to be appointed as permanent officials.
