The European Commission must break down its bureaucratic internal walls to become more efficient, said Piotr Serafin, the Polish commissioner at the head of a once-in-a-generation rethink of how the Brussels executive works.
“In the Commission the culture of silos is much more developed than in national administration,” the commissioner responsible for administration told reporters in his Berlaymont office, as he prepares to lead the final stage of an overhaul of the 33,000-strong civil service to make it fit for the modern era.
Serafin, whose recommendations are due by the end of the year and will likely take around three years to implement, said officials should be incentivised not just to think about the interests of the directorate-general in which they work but the entire Commission.
