According to the announcement, Rachel Baxter will be the new Head of Investment Management, Europe at Vanguard. She succeeds Geoff Parish, who will become Global Head of Fixed Income Indexing.

Rachel Baxter joined Vanguard in June 2016 as a Fixed Income Credit Analyst. According to the press release, she has been Co-Head of the U.S. Bond Index Team since February 2026. Previously, Baxter was a portfolio manager in Vanguard's Global Bond Index team, holding various roles in global fixed income investment strategies, portfolio construction and credit research for European corporate bonds.
Rachel Baxter will be based in London, succeeding Geoff Parish, who is returning to the US to become Global Head of Fixed Income Indexing. Vanguard's European Investment Management Group is responsible for approximately $615 billion in assets domiciled in the United Kingdom and Europe.
