Documents obtained by SaharaReporters have revealed that the Hydrocarbon Pollution Remediation Project (HYPREP) is seeking the Nigerian Government's approval to increase the cost of two flagship projects in Ogoniland by ₦62.55 billion, despite the fact that one of the projects, the Centre of Excellence for Environmental Restoration (CEER), is already 96.64 per cent completed.

A confidential June 2026 Memorandum to the Ministerial Tenders Board (MTB), marked "SECRET" and obtained by SaharaReporters, shows that HYPREP is requesting anticipatory approval, pending the approval of the Federal Executive Council (FEC), to vary the contracts for the CEER project in Khana Local Government Area and the 100-bed Ogoni Specialist Hospital in Tai Local Government Area, both in Rivers State.

If approved, the total contract variation will amount to ₦62,554,850,276.06.

According to the memorandum, HYPREP is seeking an additional ₦42.66 billion for the CEER project being executed by CCECC Nigeria Limited, increasing the contract value from ₦41.47 billion to ₦84.13 billion.

The agency is also requesting ₦19.90 billion as variation for the construction of the 100-bed Ogoni Specialist Hospital, handled by Tanit Medical Engineering Limited, raising the contract value from ₦18.31 billion to ₦38.21 billion.
