The Chief Inspector of Prisons in England and Wales said it was disappointing that the government’s emphasis had been almost entirely focussed on managing prison numbers rather than on effective rehabilitation.
In his last annual report in office, Charlie Taylor urged the prison service to increase the amount of purposeful activity in prisons to help tackle widespread drug use and violence. He said organised crime gangs were able to operate with impunity, with sophisticated drones delivering drugs and mobile phones to order.
