Kerala Chief Minister V.D. Satheesan on Tuesday (July 7, 2026) said that the excavated soil and debris stacked near the construction site at Kalladi in Wayanad led to the debris slip tragedy, adding that the contractor company had ignored directions to remove it.Speaking to the media after visiting the Kerala State Disaster Management Authority (KSDMA) headquarters here, Mr. Satheesan said the Wayanad District Collector and the District Disaster Management Authority had, on June 20, directed the contractor to clear the excavated soil from the site.The Public Works department (PWD) Minister had also instructed the contractor to remove the debris, but the directions were not complied with. “The accumulated soil had turned muddy. The Disaster Management Authority had specifically ordered its removal after inspecting the site,” he said.Responding to a question on whether heavy rain had triggered the incident, the Chief Minister said only a yellow alert had been issued for the district on Monday (July 6, 2026). “The tragedy was not caused by the alert, but by the failure to remove the piled-up soil despite repeated instructions,” he said, adding that weather alerts are issued in accordance with the norms prescribed by Central agencies.He assured that the remaining soil and debris at the site would be removed immediately and stressed that safety standards must be strictly followed in all infrastructure projects.‘Man-made disaster’Agriculture Minister T. Siddique termed the incident a ‘man-made disaster,’ blaming the unscientific dumping of excavated soil. The contractor’s failure to remove the accumulated debris in time led to the accident, he said.The Chief Minister also expressed concern over the safety of national highway construction works across the State. Ahead of the monsoon, the government had convened a meeting of District Collectors and instructed them to identify and inspect vulnerable locations. He said the government had also received complaints that safety norms were not being strictly followed at several national highway project sites.Soon after the incident, the Chief Minister chaired an emergency meeting with Mr. Siddique and directed Revenue Minister A.P. Anilkumar and Mr. Siddique to proceed to Wayanad to coordinate rescue operations. A National Disaster Response Force (NDRF) unit from Meenangadi, along with another team stationed in Kozhikode, was also deployed to the site.According to the KSDMA, debris accumulated during excavation at the Wayanad–Kalladi tunnel construction site slid downhill amid heavy rainfall, blocking roads and trapping workers.
