Kerala’s fishing boat operators have urged the Centre to defer the implementation of the draft Merchant Shipping (Fishing Vessel) Rules, 2026 until the views of all stakeholders are adequately considered.The Federation of Fishing Boat and Fishery Industries of Kerala said the Union Fisheries Ministry has notified the draft rules in the Central Gazette as part of the process of implementing the Merchant Shipping Act, 2026, and has invited clause-by-clause comments from the fishing community.However, the Federation alleged that the time provided for studying the draft and submitting feedback is inadequate. In a letter to the Union Fisheries Minister, the Federation requested that the consultation period be extended by at least three months to enable fishermen, boat owners and other stakeholders to examine the proposed provisions in detail and submit comprehensive suggestions.The Federation maintained that the proposed rules could have far-reaching implications for the fishing sector and therefore should be finalized only after extensive consultations with all stakeholders and due consideration of their concerns.According to Joseph Xavier Kalapurackal, general secretary of the Federation, the rules envisaged in the proposed addition to the Act as to the specifications of the vessels to be built are not either adaptable or environment friendly. The fishermen build their yachts adopting the rule of thumb craft, most suited to their entry old experiences in the rough sea and uneven shores. Building vessels with materials strictly prescribed are very costly and their durability is skeptical. The 50 odd vessels built with government subsidy were found unseaworthy and are moored rotting, he alleged.The Federation was of the view that identifying the existing designs of boats are most suited to the fishing folk and it may be allowed to be part of the modified rules. The major chunk of coastal population engaged in fishing find their livelihood and also help provide nutritious food to the general public plays a pivotal role in the food safety of the nation, it said.Published on July 7, 2026
