SACRAMENTO, California—On the evening of June 15, the 80-member state Assembly convened in its historic, ornate Capitol chamber to approve a new budget for next year. This was the deadline for the Legislature to send a spending plan to the governor, who had until July 1 to sign the legislation into law.
