As the regulation of bulk waste generators remains a challenge, the Greater Chennai Corporation (GCC) is likely to start collecting a fine of ₹25000 from bulk waste generators who violate the Solid Waste Management Rules 2026, in a few months. Currently, most of the violators pay a fine of ₹5000.Over 43% of the bulk waste generators including large apartment complexes, commercial buildings, hospitals, industries, and IT parks in the city have not registered in the centralised portal of Chennai Corporation and Central Pollution Control Board.Chennai Corporation Commissioner G.S. Sameeran has ordered the officials to identify all bulk waste generators of solid waste in the city for hand holding ahead of the launch of enforcement drive across the city. “GCC intends to handhold the bulk waste generators for a few months. If they continue to violate the rules, we will collect a fine,” he said.Following Supreme Court’s direction, each district will constitute a special cell to monitor compliance with the rules and, wherever necessary, issue appropriate directions, including disconnection of water and electricity supply to bulk waste generators who violate the rules.Of the 3,204 bulk waste generators identified in Chennai, 1,803 buildings have registered in the online portal of the GCC. The percentage of online registration for monitoring of the buildings including large residential apartments is less than 30% in zones such as Tiruvottiyur, Manali, Madhavaram, Royapuram, and Alandur. The percentage is more than 80% in zones such as Thiru. Vi. Ka. Nagar, Ambattur, Anna Nagar, Adyar, and Sholinganallur.As per the Solid Waste Management Rules, 2026, any institution or establishment that satisfies any one of the following criteria shall be classified as a bulk waste generator: A building having a total built-up area of 20,000 sq. m. or more; or an establishment with a daily water consumption of 40,000 litres or more; or an institution or establishment generating 100 kg or more of solid waste per day.As per the above definition, institutional establishments, commercial establishments, residential welfare associations, hotels, hospitals, educational institutions, IT parks, marriage halls, commercial complexes, markets, industries, and other large establishments are all covered under the category of bulk waste generators.According to a press release from GCC on Sunday, pursuant of the provisions of the Solid Waste Management Rules, 2026, instructions have been issued to all bulk waste generators within the jurisdiction of the Greater Chennai Corporation.All bulk waste generators shall mandatorily register through the Greater Chennai Corporation website on both the Greater Chennai Corporation and Central Pollution Control Board portals available on the website within 15 days from July 5.During the period from June 1 to June 30, a total penalty of ₹5.95 lakh was imposed and collected from 120 bulk waste generators for violation of the rules.Bulk waste generators shall procure the required colour-coded bins and ensure segregation of waste at source. The segregated waste shall be placed at the entrance to the premises and handed over to the Corporation or an agency authorised by the GCC.Bulk waste generators shall process the biodegradable (wet) waste generated within their premises through composting, bio-methanation (biogas generation), or any other environmentally sustainable method approved under the Solid Waste Management Rules, 2026.Bulk waste generators shall maintain proper records of waste generation, processing, transportation, and final disposal, and shall submit quarterly reports through the online portals of the Chennai Corporation, and the Central Pollution Control Board.The registration portals for Central Pollution Control Board and the GCC are https://swm.cpcb.gov.in/register and https://gccservices.in/bulkwaste/<JU>register respectively.In all GCC zones, the personnel nominated by the respective Zonal Officers, Swachh Bharat Mission Animators, and Independent Engineers shall provide necessary assistance to bulk waste generators for online registration, and uploading the required information on the registration portal.
