Toronto’s system meant to give residents a quicker, easier way to dispute parking tickets compared to the provincial system it replaced has failed to meet that very goal, according to a new report from the city’s auditor general.

The city launched its online Administrative Penalty System (APS) in 2017 as a more efficient way to resolve drivers’ parking disputes and collect payments, compared to the lagging provincial system, through an independent review process. The city expanded the system at the beginning of last year to include violations detected by red light and speed cameras.
