KwaZulu-Natal Finance MEC Francois Rodgers was concerned about municipalities that continue to approve unfunded budgets and will not hesitate to utilise legislative prescripts at his disposal to address instances of non-compliance.

The KwaZulu-Natal Treasury was concerned about municipalities that continue to approve unfunded budgets, a practice it says undermines financial stability.

The latest assessment by KZN Treasury indicates that most municipalities have complied with the requirements of the Municipal Finance Management Act (MFMA). Of the 49 delegated municipalities that tabled and approved budgets for the 2026/27 financial year, 43 were assessed by KZN Treasury as having funded budgets.

Francois Rodgers, MEC for Finance, welcomed the marked improvement in the adoption of funded municipal budgets for the 2026/27 financial year.

In 2025/26, a total of 19 municipalities adopted unfunded budgets, based on their adjusted budgets. He said this number has since declined to six municipalities for the 2026/27 financial year, based on approved budgets.
