In April 2026, Dakshina Kannada Zilla Panchayat Chief Executive Officer(CEO) Narwade Vinayak Karbhari instructed taluk and gram panchayats to impose a penalty, and even file a police complaint, on those who dump and burn garbage on the roadside and other public areas.

Talapady Gram Panchayat on the outskirts of Mangaluru imposed a penalty of ₹2,000 on a hotel-owner on July 1 for dumping garbage on the roadside, and setting it on fire.The garbage was found when the Swachh Bharat Mission District coordinator conducted an inspection in the jurisdiction of Kinya, Belma and Talapady gram panchayats.On the instructions of the Chief Executive Officer of Dakshina Kannada Zilla Panchayat, the Panchayat Development Officer of Talapady Gram Panchayat was called to the spot, and was instructed to impose a penalty on the hotel. The hotel-owner was warned against dumping of waste on the roadside.Local gram panchayat officials were instructed to continuously monitor cases of dumping of garbage on the roadside, and take necessary action immediately against the violators. The Zilla Panchayat Swachh Bharat Mission team has suggested that gram panchayats hold awareness programmes to make people aware that they should dispose garbage only at designated places.
