BAGUIO CITY, Philippines — The local government is drawing up a model response plan to deal with possible cases of school shootings, such as what happened in Tacloban City. Once firmed up, the approach will be carried out in drills, just like how schools teach students what to do when there is an earthquake.
Mayor Benjamin Magalong, a retired police general, is giving a premium to this measure, steering clear at the moment of drastic policies like banning mobile phones in schools or supporting the renewed pitch to lower the age of criminal responsibility from the current 15.

According to Magalong, the city needs a “comprehensive study” before it supports amendments to the Juvenile Justice and Welfare Act (Republic Act No. 9344) or considers confiscating phones from students, which was enforced in Dumanjug, Cebu, following the June 22 school shooting in a Tacloban high school.FEATURED STORIES
