The Hollywood Athletics Club star stopped the clock at 31:32 to claim the second leg of the five-race competition, extending her advantage in the overall standings after also winning the season opener in Cape Town in March.
With three-time Grand Prix champion Glenrose Xaba absent while competing in the US, Kavanagh capitalised on the opportunity to strengthen her title bid in what has already become a breakthrough campaign.
The KwaZulu-Natal runner, who stunned Xaba in a sprint finish in Cape Town earlier this season, once again dictated proceedings from the front, quickly reducing the lead group to just herself and Ethiopian athlete Selam Gebre.
