The eThekwini Municipality has outlined why there are delays in concluding the transfer of ownership of municipal flats and houses to tenants residing on the property for decades.

Dr Jonathan Annipen, who represents the IFP in eThekwini, submitted a motion around the Enhanced Extended Discount Benefit (EEDB) Scheme in October 2024.

He intended to assist residents in eThekwini to have their rental debt written off, and the city could have recovered that from the enhanced EEDB scheme, which is a grant given to the municipality.

In his motion, Annipen stated that many council tenants have signed purchase and sale agreements for ownership of council homes, yet these transfers are incomplete.
