Parliament approved a new local government code with a legislative amendment that opens the way for municipalities to collect municipal fees directly rather than through electricity bills.

The amendment, introduced by Interior Minister Theodoros Livanios, allows municipal fees to be paid independently through a system to be established by presidential decree with the consent of the Central Union of Municipalities of Greece. Livanios said the new system could likely take effect in 2028, after a mechanism is created to ensure all residents pay the fees. The provision is optional, allowing municipalities to adopt the new collection method if they choose.

The issue gained attention during the energy crisis, when some electricity providers that exited the market failed to transfer collected fees to municipalities. Providers now remit fees after delays of three to six months and retain 3% of collections.
