BAGUIO CITY, Philippines — Tuba town, one of Baguio’s closest Benguet neighbors, needs to have a say in a public-private partnership (PPP) offer to upgrade the city’s century-old hydroelectric power plants that were built for the summer capital by the American colonial government.
According to a report by a committee of the Baguio City council, the facilities sit on Tuba territory.
The city council is reviewing the rehabilitate-operate-transfer proposal of Repower Energy Development Corp. (Repower) to overhaul plants put up by Baguio’s last American Mayor Eusebius Halsema between 1921 and 1936, amid the country’s drive for renewable energy following the oil supply crisis triggered by Middle East conflict.
