The Parliamentary Assembly of the Council of Europe (PACE) has condemned the use of starvation as a method of warfare, the unlawful denial of access to humanitarian assistance, and attacks on assets essential to the survival of civilian populations, particularly agricultural and food infrastructure.
The resolution, based on a report by Ukrainian lawmaker Larysa Bilozir, was adopted on Wednesday evening, an Ukrinform correspondent reports.
“The war of aggression waged by the Russian Federation against Ukraine has severely destabilized global food security. The destruction of Ukrainian agricultural infrastructure and the blockade of Black Sea ports have disrupted grain exports and exacerbated the vulnerabilities of the MENA region, which is heavily dependent on food imports,” the document states.
At the same time, parliamentarians expressed concern over the humanitarian catastrophe in Gaza, where the majority of the population faces “acute food insecurity.”
PACE called on member states to ensure the full incorporation into national legislation and effective implementation of the prohibition under international humanitarian law against the use of starvation as a method of warfare.
