Drivers in Bulgaria will face higher road-use charges starting August 1, 2026, under a draft decree published by the Ministry of Regional Development and Public Works for public consultation. The proposal envisages a 30% increase in vignette fees for vehicles weighing up to 3.5 tons, including M1 category motorhomes.
If approved, the annual electronic vignette will rise from 49.60 euros to 64.50 euros. Despite the increase, the ministry argues that the annual option will continue to offer the best value for regular users of the national road network. The quarterly vignette is set to increase from 27.61 euros to 35.90 euros, while the monthly pass will cost 19.90 euros instead of the current 15.34 euros.
Short-term options will also become more expensive. The weekly vignette will rise from 7.67 euros to 10 euros, the weekend vignette from 5.11 euros to 6.60 euros, and the one-day pass from 4.09 euros to 5.30 euros.
The planned changes also affect penalties for drivers traveling without a valid vignette. The compensatory fee for vehicles up to 3.5 tons will increase by 30%, climbing from 35.79 euros to 46.50 euros when paid within the specified period.
The increase was first announced by Finance Minister Galab Donev during the presentation of the draft 2026 budget. According to the government’s estimates, the revised tariff structure will generate more than 20 million euros in additional revenue during 2026 and over 48 million euros annually in the years that follow.
