A 100MW data center could be built in the city of Wheeling, West Virginia.Data center firm Stokes Inc announced on LinkedIn last month that Silicon Foundation, a modular data center firm, had acquired a 15-acre, “industrial-zoned” land parcel at 74 Warwood Avenue, formerly belonging to the now-defunct iron casting manufacturer Centre Foundry, in order to build a 60,000 sq ft (5,575 sqm) data center.Stokes said that it would be the EPC contractor for the building, which would be operated by modular data center firm Silicon Foundation. The latter’s website says that the potential data center would have access to an active 10MW grid connection, with “a defined path to 20-30MW and a longer-term 100MW campus.”It is unclear whether the firm has formally submitted, or requires, a planning application to begin building on the site.A spokesperson for the Governor of West Virginia, Patrick Morrissey, told WTRF on Monday that the “West Virginia Office of Energy [had] not received any applications for a data center project in Warwood or Ohio County.”Wheeling City Councilman Tony Assaro also told WTRF that the “council has not received any information on a project going into the Centre Foundry property. The city manager is seeking to obtain details regarding their plans from the property’s new owners.”DCD asked Silicon Foundation whether a planning application had been submitted or was necessary for the proposal, to which the company responded: "That's correct."But when DCD asked to clarify whether a planning application had been submitted, Silicon Foundation said that they were "in development, future details in due course, Nothing more to share on specifics at this stage."DCD also reached out to Stokes and the City of Wheeling for comment.Stokes has provided some information about estimated timelines on LinkedIn, but it is unclear whether the times refer to the beginning or end of a given construction milestone.For instance, when referring to ‘Phase 1’ of the facility, which will consist of a “10MW modular data center system,” Stokes simply states a time frame – in this case, Q4 2026 – without specifying whether this refers to the groundbreak or completion of the phase.Stokes does the same when referring to ‘Phase 2’, simply stating another date, which is Q4 2027.DCD has reached out to Stokes for clarification.According to Stokes, the company has commissioned several data centers. It lists its in-progress data centers as a 12MW Compass Mining data center in Oklahoma, a 600MW data center near Niagara Falls, New York, and a 6MW data center and BESS in Buchanan, Virginia.Silicon Foundation was founded in January 2026 by Val Holovach, an entrepreneur who founded Hiveon, an “automation and control layer” for Bitcoin mining. Hiveon recently shut down its mining pool on May 13, 2026, according to an announcement on its website.Silicon Foundation only lists one project on its website – the Wheeling project – and it is unclear whether it has prior experience with building or operating data centers.
