Abdolhossein Ruholamini, a Tehran representative in the Iranian Parliament, revealed the direct involvement of Mojtaba Khamenei in reviewing and amending the memorandum of understanding between the Islamic Republic and the United States, stating that the text of this agreement went back and forth “25 times” between the Supreme Leader of the Islamic Republic and the negotiating team.

In an interview with the Young Journalists Club (YJC), Ruholamini noted that, due to the confidentiality of certain sections of the memorandum, different individuals only had access to specific parts of the text, and the document underwent changes and corrections at every stage of review and exchange of views.

Concurrently, Alireza Zakani also referred to the review process of this memorandum, stating that the content of the document was exchanged 25 times between the Supreme Leader of the Islamic Republic and the Supreme National Security Council and underwent frequent edits during this process. According to him, Mojtaba Khamenei raised several queries during these reviews, to which council members provided written responses.

Zakani claimed that, in interpreting certain clauses of the agreement, the Supreme Leader emphasized that, in the event of U.S. support for opposition groups targeting the Islamic Republic, Tehran reserves the right to retaliate and even “initiate counter-action.”
