The United States and Iran have signed a deal to end the Middle East war, with a ceremony set for Friday in Switzerland that will mark the start of a 60-day negotiation period. The memorandum of understanding aims to put an end to months of conflict initiated by U.S.-Israeli strikes on Iran in February, which wreaked chaos across the region and rattled the global economy. WASHINGTON — The White House on Thursday sent Congress the text of an interim U.S.-Iran agreement to halt the war and open the Strait of Hormuz. The document, a copy of which was seen by Reuters, outlines in 14 points a high-level understanding that defers many of the most difficult issues, such as how to wind down Iran's nuclear program, until a final deal is reached. It paves the way for a broader 60-day negotiation period that U.S. Vice President JD Vance said began on Thursday. Here is the full document, titled "Islamabad Memorandum of Understanding between the Islamic Republic of Iran and the United States of America":
1. The Islamic Republic of Iran and the United States of America, and their allies in the current war, by signing this MoU (Memorandum of Understanding), declare the immediate and permanent termination of military operations on all fronts, including in Lebanon, and undertake from now on not to initiate any war or any military operation against each other, and to refrain from the threat or use of force against each other, and ensuring the territorial integrity and sovereignty of Lebanon. The final Deal will confirm the permanent termination of the war on all fronts, including in Lebanon, and other provisions of this paragraph. 2. The Islamic Republic of Iran and the United States of America undertake to respect each other's sovereignty and territorial integrity and to refrain from interfering in each other's internal affairs. 3. The Islamic Republic of Iran and the United States of America commit to negotiating and achieving the final Deal, in maximum 60 days extendable with mutual consent.
