On Tuesday, President Donald Trump had still not shared the text of his Iran deal with members of Congress—neither Senate Majority Leader John Thune nor close Trump ally Tom Cotton, the Senate intelligence committee chairman, had seen it. But Trump nevertheless said he would submit the deal for legislative approval.
