Speaking on the sidelines of the G7 Summit in France alongside Egyptian President Abdel Fattah el-Sisi, U.S. President Donald Trump stated, "If I am not satisfied with the memorandum of understanding with the Islamic Republic and Tehran does not fix its behavior, we will shoot at them again and drop bombs on their heads." Emphasizing that "this is just a memorandum of understanding," he added that the agreement is not yet finalized and that military action will resume if Washington becomes dissatisfied.
Trump dismissed reports regarding a $300 billion U.S. investment commitment in Iran under the MoU as incorrect, though he noted that the United States would not block other countries from investing in Iran. He stated that the text of the memorandum does not specify that the U.S. will pay any money to Iran, and he rejected the existence of a clause mandating the immediate lifting of sanctions on the Islamic Republic. At the same time, unverified copies of the text published by some American media outlets mention the drafting of a reconstruction plan and funding of at least $300 billion.
The U.S. President claimed that this understanding eliminates "more than 99 percent" of the Islamic Republic's capability to acquire nuclear weapons, asserting that Tehran "will never obtain a nuclear weapon." Trump stated that the immediate lifting of sanctions is not included in the text and will be addressed in subsequent stages of negotiations. According to him, the Strait of Hormuz has been "partially" reopened and is expected to open "completely" within the next one to two days.
