The Rules Committee will meet on Friday to consider the three referrals it made to the Subcommittee on Review of Assembly Rules regarding the presidential impeachment rules.
The EFF and MK Party on Wednesday again opposed the inclusion of the “fit and proper” requirement for the membership of the Impeachment Committee that will consider the serious charges of misconduct and violation of the Constitution by President Cyril Ramaphosa.
This after the Subcommittee on Review of Assembly Rules considered the referrals by the Rules Committee regarding “fit and proper” requirement, matters committed by president in person and retrospective application of the amendments to the presidential impeachment rules.
Briefing the committee, parliamentary legal advisor Michael Prince said a definition of ‘fit and proper’ meant that an MP must have the capacity to perform the functions of a member of the Impeachment Committee well and the character to match the importance of those functions.
“The purpose of a fit and proper requirement is to promote public confidence in the capability and integrity of the members of the Impeachment Committee and public acceptance of the work of the Impeachment Committee and its outcomes.
