National Assembly Speaker Thoko Didiza referred to the Sub-Committee on Review of Assembly Rules the amendment to the rules proposing insertion of "fit and proper" persons to serve on the Impeachment Committee.
The proposed insertion of the phrase “fit and proper” regarding people who must serve on the Impeachment Committee dominated discussions when the Rules Committee met to adopt the proposed amendments to the presidential impeachment rules on Wednesday.
The Subcommittee on Review of Assembly Rules had proposed the amendment subject to a legal opinion being obtained from the parliamentary legal services.
The proposal came from the DA, which maintains that the Impeachment requires higher ethical and integrity standards.
Parliamentary legal advisor Michael Prince said the National Assembly is constitutionally empowered to regulate committee composition and may introduce a fit and proper requirement.
