Il regolamento principale, approvato con 440 voti favorevoli, 151 contrari e 50 astensioni, elimina i dazi su tutte le merci industriali statunitensi e stabilisce un accesso preferenziale al mercato per un’ampia gamma di prodotti ittici e agricoli provenienti dagli Stati Uniti.
