Prosecutors from the Ternopil Specialized Defense Prosecutor’s Office of the Western Region have launched a criminal investigation into the possible unlawful deprivation of liberty or abduction of individuals.
According to Ukrinform, the information was reported by the Office of the Prosecutor General.
“The information was entered into the Unified Register of Pre-Trial Investigations on June 12, 2026, under Part 2 of Article 146 of the Criminal Code of Ukraine. The basis for opening the case was the findings of a monitoring visit by representatives of the Ukrainian Parliament Commissioner for Human Rights to the Ternopil District and City Territorial Recruitment Center (TCR), as well as materials provided by the Military Law Enforcement Service,” the statement said.
According to the published information, approximately 28 individuals were present at the recruitment center during the visit. Of these, 17 submitted written statements alleging possible violations of their rights.
Inspectors also found that some of those being held at the center appeared, according to preliminary information, not to be subject to mobilization. These included a man with a lifelong Group II disability, individuals with mental health disorders, and citizens who had effectively reached the maximum age for military registration.
