PMK leader Anbumani Ramadoss on Thursday said the Tamil Nadu government’s proposal to mandate the issuance of 26 categories of certificates, including community and income certificates, within five days, would not be effective unless backed by a Right to Public Services law.He said in a statement that similar administrative measures introduced earlier had failed to ensure timely delivery of certificates and services. He argued that a statutory framework fixing timelines for public services, along with penalties for officials who fail to deliver them and compensation for citizens affected by delays, was necessary.Dr. Anbumani urged the State government to enact a Right to Public Services law in the forthcoming Assembly session, noting that a similar legislation was already in force in 21 States and Union Territories.He said such a law would ensure the timely delivery of services such as community, birth, death and residence certificates, voter identity cards and land records.
