Russian Ambassador to Bulgaria Eleonora Mitrofanova has argued that the new Bulgarian government has so far shown a willingness to improve relations with Moscow largely through rhetoric rather than concrete actions. Speaking to TASS ahead of Russia Day, she assessed the first weeks of the administration that took office under President Rumen Radev in early May and suggested that Bulgaria’s official positions in international forums remain largely unchanged.
According to Mitrofanova, President Radev has adopted a cautious tone, frequently calling for diplomacy and a pragmatic approach to international affairs. However, she maintained that Bulgarian representatives abroad continue to use language critical of Moscow, particularly references to “Russian aggression.” At the same time, she drew a distinction between statements made internationally and the atmosphere inside Bulgaria, arguing that officials at home tend to approach the subject more carefully and often avoid direct discussion of it.
The ambassador linked this situation to what she described as strong support for Radev among Bulgarians who favor closer ties with Russia and hoped his election would lead to a shift in bilateral relations. In her view, expectations of change have not yet been matched by practical developments. While she acknowledged what she called a more moderate tone from the government, she emphasized that no significant progress has been made in areas such as trade or economic cooperation.
