The Association of University Teachers (AUT) Tamil Nadu has urged Chief Minister C. Joseph Vijay’s intervention to resolve the long-pending issues related to the Career Advancement Scheme (CAS) for teachers serving in government-aided colleges across Tamil Nadu.The AUT Tamil Nadu general secretary K. Raja said that in the G.O. dated January 11, 2021, the State government extended the service and monetary benefits under CAS to college teachers. While government college teachers have been granted these benefits, thousands of eligible teachers serving in government-aided colleges continue to be deprived of the same. He added that the college teachers do not have regular promotional avenues in the absence of substantive posts like associate professor and professor in colleges.CAS is the only available mechanism for their career progression, awarding corresponding service and monetary benefits. “There have been instances where CAS benefits have been sanctioned to aided-college teachers in certain regions, while teachers placed in other regions continue to wait for approval,” Mr. Raja said. Government-aided colleges are playing a vital role in expanding access to higher education for the students who belong to rural, economically weaker, and socially disadvantaged backgrounds, he added.Urging the Chief Minister to intervene, Mr. Raja said that the government must resolve all long-pending issues relating to the implementation of CAS for teachers of government-aided colleges. Uniform sanction and disbursement of CAS services and monetary benefits must be ensured to all eligible aided-college teachers across the State.Further, Mr. Raja stated that appropriate direction must be issued to the Higher Education Department and the directorate of collegiate education for the expeditious processing and settlement of all pending CAS proposals. “Remove administrative bottlenecks and ensure parity between teachers of government colleges and government-aided colleges in the implementation of CAS benefits,” he added, and stated that AUT has submitted memorandums in this regard to the Higher Education and Finance Department secretaries, commissioner of collegiate education and the Minister of Higher Education.
