The Karnataka government has created a new post of Principal Secretary to the Chief Minister for Programme and Project Implementation to oversee high-priority projects across the State, appointing Munish Moudgil, a 1998-batch IAS officer, to head it.Chandragupta, a 2006-batch IPS officer, will head the Intelligence Department, which functions under the Chief Minister. He will replace Labhuram, who was posted as the State Intelligence Chief just over a month ago. Mr. Labhuram has not been given a posting yet. The transfers are part of a major reshuffle under way following D.K. Shivakumar taking charge as Chief Minister.Mr. Moudgil, who is currently Special Commissioner (Revenue), Greater Bengaluru Authority (GBA), will assume the new role at the Chief Minister’s Office while continuing to hold his existing responsibilities, according to an order issued on Sunday (June 7). As Special Commissioner of the GBA, Mr. Moudgil oversaw Mr. Shivakumar’s flagship initiatives, including e-Khata and B to A Khata conversion.According to government sources, the newly created post will be responsible for ensuring the expeditious and timely execution of all important projects and programmes, while facilitating coordination among various departments so that the government functions as a single unit in the mission-mode implementation of key projects and programmes.Alongside these transfers, in a major change, the government has appointed Pronab Mohanty, a 1994-batch IPS officer, as the chief of the Criminal Investigation Department (CID), Special Units, and Economic Offences. He will continue to hold concurrent charge as Director General of Police (Cyber Crimes).Among the IAS officers reshuffled, Anjum Parwez, who was Additional Chief Secretary to the Chief Minister in the Siddaramaiah government, has been appointed as Additional Chief Secretary, Forest, Ecology, and Environment.Deepa Cholan, who was serving as Secretary of the Urban Development Department (UDD), has been transferred and appointed as Secretary of the Transport Department. Cauvery B.B., who was awaiting posting, will replace Ms. Cholan in the UDD. Venkatesh M.V., who was serving as Secretary of Planning, Programme Monitoring and Statistics, has been transferred and appointed as Registrar of Cooperative Societies.In addition, Selvamani R., who was managing director of the Karnataka Urban Water Supply and Drainage Board, has been transferred and appointed as Commissioner for Transport and Road Safety.
