The State government on Friday clarified that the DSC-2025 teacher recruitment process was conducted with complete transparency and in strict compliance with Supreme Court guidelines, G.O.Ms. No. 77 and all applicable reservation policies.Addressing the media, Special Chief Secretary (Services) S. S. Rawat, Education Secretary Kona Sashidhar and Sports Authority of Andhra Pradesh (SAAP) Vice-Chairman and Managing Director Bharani responded to concerns raised by some candidates over the implementation of horizontal reservations, sports quota selections and reservations for persons with disabilities.Mr. Rawat dismissed allegations and misinformation circulating on social media regarding DSC-2025 appointments as baseless. He explained that reservations were implemented under two categories: vertical reservations for SC, ST, BC and EWS communities, and horizontal reservations for women, persons with disabilities, ex-servicemen and sportspersons.While vertical reservations were allotted through a 100-point roster system, horizontal reservations did not carry fixed roster points. Instead, they were adjusted within the candidate’s respective social category. For instance, candidates selected under the sports or disability quota were accommodated within their community category rather than through separate roster positions, he said.Mr. Sashidhar said all appointments were made strictly on the basis of merit and constitutional reservation principles. As DSC-2025 was the first major recruitment exercise conducted after the implementation of G.O.Ms. No. 77, some confusion had arisen over the application of horizontal reservations, he said, adding that no rules had been violated.He said assigning fixed roster points in advance was not the prescribed method for implementing horizontal reservations. Referring to the disability quota, he said applicants seeking reservation under the category were assessed by medical boards, and only those certified with 40% or more disability were considered eligible, as specified in the notification.Ms. Bharani said sports quota selections were made strictly in accordance with government guidelines, priority rankings and certificate verification procedures. Certificates issued by recognised sports associations, national federations, universities and other accredited institutions were thoroughly verified before being considered.The officials said the recruitment process, which attracted more than 3.36 lakh applicants, was conducted fairly and transparently, in accordance with merit, reservation policies, eligibility criteria and government regulations.
