The Coimbatore Consumer Cause has urged the Coimbatore Corporation to ensure compliance with statutory rules and planning regulations in the construction of public bus stands. In a letter addressed to the Corporation Commissioner, the consumer body’s secretary, K. Kathirmathiyon, alleged that the Ukkadam bus stand was constructed without obtaining planning permission and a completion certificate from the Directorate of Town and Country Planning (DTCP). He claimed that the absence of these approvals had prevented the facility from obtaining a permanent electricity connection. He also raised concerns over the proposed bus stand at Vellalore, stating that the project had been initiated without securing in-principle approval and statutory planning permission from the competent authority.Citing Rule 245 of the Tamil Nadu Motor Vehicles Rules, the organisation said local bodies must obtain approval from the Regional Transport Authority for schemes involving the construction of public stands for public service vehicles. Such applications should be accompanied by the approval of the Director of Town and Country Planning, it said. The organisation further pointed out that under the Tamil Nadu Combined Development and Building Rules, 2019, planning permission and a completion certificate are mandatory for obtaining permanent electricity and water connections for public buildings.Referring to an earlier instance involving a multi-level parking facility, Mr. Kathirmathiyon said the Corporation had faced difficulties in obtaining electricity connections due to approval-related issues and deviations. He also cited a Government Order issued in September 2022 directing that no construction should commence without obtaining proper planning permission from DTCP.He urged the Corporation to obtain all statutory approvals before taking up construction projects and ensure compliance with applicable rules and regulations.
