The Disaster Advisory Committee (DAC) has reiterated that the amber level was activated as a precautionary step in response to the ongoing global fuel crisis, while confirming that fuel reserves remain at comfortable levels and there is no fuel shortage or immediate threat to supply.
In a statement issued on Friday, the DAC said the Emergency Fuel Response Plan provides a whole of government emergency response framework and identifies three escalation levels.
Green Level – Normal / Monitoring, where fuel reserves are above 30 days cover; Amber Level – Alert / Conservation, where fuel reserves are between 15–30 days cover; and Red Level – Emergency / Disruption, where fuel reserves are below 15 days cover.
"This requires all government ministries and corporations to implement mandatory restrictions and conservation measures as outlined in the plan. It also includes the launching of national awareness campaigns to promote fuel conservation across all households, businesses and communities, as well as preparedness and readiness for further escalation to Red Level if and when warranted," said the DAC.
"The Ministry of Finance confirms that fuel supply for Samoa remains at comfortable levels and that fuel reserves currently cover 50 days for diesel, 56 days for petrol, and 82 days for kerosene/Jet Fuel, following the arrival of the fuel tanker on 1 June 2026. Additional shipments are scheduled to arrive in July, August and September of this year.
