OTTAWA — Controversial reforms to environmental rules that could speed up major projects by weakening protections for species at risk, as well as rivers and lakes, are being delayed until the fall.
The proposed changes were released on May 8 in two discussion papers: one covering environmental rules and another proposing major changes, including the possible sales of Canadian ports.
