I fully support Nigerian businessman Aliko Dangote’s plan to build a refinery in Mombasa or Tanga. Without sufficient domestic oil infrastructure, we remain at the mercy of global forces we cannot control.
The international oil crisis has exposed a glaring vulnerability: Kenya holds dangerously thin strategic reserves. We rely almost entirely on the 21-day reserves that industry regulations require of oil marketers—well below the international norm of 60 days.
