Ukrainian Foreign Minister Andrii Sybiha said Moscow resorted to terror because it is losing on the battlefield. Ukrainian air defenses intercepted or suppressed most of the incoming weapons, including 40 missiles and 602 UAVs. “The only reason for Russia’s overnight horrific attack against Ukraine with drones and missiles that killed dozens, including children, and injured hundreds of civilians is that Putin is a war criminal and loser who has no cards except terror,” Sybiha wrote on X. “Moscow is losing on the battlefield. No number of missiles can change this.” ‘Act, not only condemn’ Sybiha urged Western allies to move beyond condemnation and take concrete steps to reduce Russia’s ability to continue its attacks. “What we can change is Russia’s ability to continue terror. I urge partners to act, not only condemn,” he said. He called for the unblocked European Peace Facility to be used to fund the PURL program, a NATO-led mechanism that allows European allies and Canada to purchase US-made weapons for Ukraine. Sybiha said the funding should be directed toward additional Patriot air defense systems and interceptor missiles. He also urged partners to advance the anti-ballistic coalition and increase investment in Ukraine’s long-range capabilities.
