Interesting choice of numbers. By the famous 80/20 rule, that means we should focus on the 20% that actually produces results. In this case, the 20% appears to be the part where the treasury mysteriously develops a weight-loss program.
Most people use the 80/20 rule to identify the small percentage of actions that generate most of the value. Apparently, some politicians use it to identify the small percentage of promises that generate most of the problems.
Imagine a banker saying, "80% of the time I don't touch customers' money." Imagine a pilot saying, "80% of the time I land the plane safely." Imagine a surgeon saying, "80% of the time I'm serious about not leaving scissors inside patients."
