The board had been accused of maladministration and financial mismanagement, and many in the arts sector had long complained about the council’s unfair funding process.
McKenzie's department recently came under fire after cutting funding for major events like the Cape Town International Jazz Festival and Makhanda’s National Arts Festival.
Festival organisers warned that the move could lead to widespread job losses and have a devastating impact on the local economy.
