OTTAWA — Prime Minister Mark Carney says any referendum on Alberta’s separation from Canada would require a “clear majority,” and that a simple majority of 50 per cent plus one vote would not cut it.

Carney told the House of Commons that the expert advice he received Tuesday indicated that the federal Clarity Act doesn’t apply to Alberta’s proposed referendum — which he called a “question on a question” about whether to trigger another binding referendum.
