MANILA, Philippines — A petition was filed before the Supreme Court seeking a temporary restraining order (TRO) against certain provisions of the Bangsamoro Autonomy Act (BAA) ahead of the first regular parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao (Barmm).

In a 9-page manifestation filed on May 22, 2026, petitioners Sultan Alim Saad Amate and Maulana Mamutuk reiterated their urgent prayer for the immediate issuance of a Status Quo Ante Order (SQAO) and/or TRO against BAA Nos. 86 and 88, arguing against the provisions’ constitutionality.

Among the provisions questioned by the petitioners was Section 4 of BAA 86, which they said apportioned districts inequitably as it granted two parliamentary districts to the Special Geographical Areas with a population of 214,703, while allotting only one district to Marawi City despite its larger population of 259,993.
