The OPP investigation into Toronto city councillor Parthi Kandavel has broadened to developers of a third property, the Star has learned. Two sources told the Star that Kandavel allegedly asked them to arrange six-figure payments to third parties, and that they believed the requests were outside the city’s official community benefits regime. Kandavel denies any wrongdoing. Ben Spurr and Victoria Gibson have the details.
