The Nigeria Civil Aviation Authority (NCAA) has directed its departments nationwide to deny regulatory services to at least 11 domestic airlines, including Air Peace, Ibom Air, over unpaid financial obligations owed to the agency, deepening concerns about the worsening financial crisis in Nigeria’s aviation sector.

The affected airlines were placed on a “No Pay No Service” list through an internal memo dated May 22, 2026, circulated across the aviation regulator’s operational units and regional offices.

The memo, making the rounds on the internet, was signed by the NCAA’s Director of Finance and Accounts, Olufemi Odukoya, and copied to top management officials, including the Director-General of Civil Aviation.

The directive instructed officials not to render further regulatory services to the affected operators until they obtain financial clearance from the agency’s finance department, according to AIT.
