Defence chiefs are drawing up plans for a “mass mobilisation” of civilian volunteers in the event of war with Russia or another hostile state, it has emerged.

The Ministry of Defence (MoD) has revealed a four-part strategy, codenamed “Fortitude”, designed to prepare Britain for attacks on home soil amid the increasing threat from Moscow.

One of these four parts, labelled “Genesis”, will involve increasing the number of regular Armed Forces personnel, reservists and civilian volunteers who would be encouraged to help out if there was an outbreak of war.

While defence chiefs have ruled out a return to compulsory national service “at the moment”, the growing threat of full-blown war will require tens of thousands of extra personnel to protect Britain, officials believe.
