BETHLEHEM, Pennsylvania—Nestled in the picturesque forests along the banks of eastern Pennsylvania’s Lehigh River is perhaps the most baffling congressional district in the country. Over the past decade, the Lehigh Valley has voted narrowly for Donald Trump, Joe Biden, and then Trump again. In that time, the district has elected both Republicans and Democrats to the House, also by thin margins.
